Summary: Fix error reporting problem

Initial Comment:
Bug report [# 557464 ] "Error when calling method 
w/param method"  identified a problem with error 
reporting. The internal routine VESODBTR had was 
being called without all parameters being specified. 
The enclosed patch provides a default value for the 
missing parameter if it is not provided by the called.
