Can't access to user.dat from GT.M

While start Daemon^VESOGTCM raised error
[
file /usr/local/easyobjects/data/user.dat must be
rundown on claster node picasso.easiobjects.com.
]
Also DSE can't extract or edit user.dat with same error message.
What wrong?
