#69 Can't Create new Library

Attempted to create a new Library. Assigned the
following globals references to it:

^FDoD("L"), ^FDoD("C"), ^FDoD("S"), ^FDOD*("D")
with source prefix of FDoD.

When attempting to create on a DSM system, got
Missing Item message box, with message of Library
already exists.

Problem did not recreate on a Cache installation,
and the export from Cache was able to be Imported
into DSM
