#141 CREATE command Base keyword fragile

The Base keyword on the CREATE command is bound to a
global reference that identifies the namespace where
the object instance will live. If the keyword is not
syntactially correct, an error will occure in the B
subroutine of the VESOR routine. The reference should
be checked and a valid error returned if it is not correct.
