#99 NPX climbing stairs in CoC

Secondly, I cannot access the Chamber of Commerce 2nd floor. See attached log and save file. I edit my way to the second floor, but it is just a wall and a doorway. I killed Sir Kay as well. I assume that I can complete the game without the Chamber of Commerce quests, but I wanted to get the mission to go to Hail before I actually go there.
