[ES40-developers] Patch: Restart Serial Connecton on Disconnect

This one has been bugging me for a while.  Occasionally I'll
accidentally close the console serial session and there was no way to
reconnect.  This adds socket-disconnect logic and pauses the emulator
while either the serial action is restarted, or until a connection is
made to the port.
