[ES40-developers] NIC code rewrite

Hello Everyone,

David Hittner has re-written most of the network-interface-code. He's
implemented a bunch of things that were missing, and that were needed
to make DECnet happy. Among these are a buffer to hold incoming
packets so we don't lose them, and true internal loopback processing.

The sources are in CVS now.
