Hi, debug_mode is responsible only for displaying the error page with error description instead of nice user created 501/404 (or with other error code) page. If you want to reload some configuration files you need to run one of those commands: e_conf:reinstall(). e_dispatcher:reinstall(). (it will reload both: dispatch.conf and errors.conf files) If you want to stop the server just type: init:stop(). in the shell, or use CTRL+C (if it is not disabled). Finally, you can run bin/start stop and if that does not help, kill it by ps -ef | grep beam check which process is yours and treat it with kill -9 $PID.
