#84 bsml2chado can load duplicate organismprops, featureprops

When loading the same BSML twice, bsml2chado recognizes that everything has already been loaded accept for organismprop and featureprop records. It will create "new" organism/featureprop records identical to the ones already in the database. I can't see why you would want this, so I am assuming it is a bug.
