#68 'gff3_to_annotab' name evaluation

I'm not sure that this name makes since and should be reviewed. When I saw it I assumed it was a conversion script to go from GFF3 to NCBI's annotation table format. As much as possible, I'd like to sweep through the component list and make sure their names make sense for external users as stand-alone components.
