[Erc-help] Renaming ERC files for compatibility with DOS

I propose renaming the following files, in order to make things easier
on DOS users.  It's a bit better in the long run anyway, IMHO, since
less commonness in names means that less needs to be typed when TAB-
completing a name.

    ChangeLog.2001 	 =3D> ChangeLog.01=20
    ChangeLog.2002 	 =3D> ChangeLog.02=20
    ChangeLog.2003 	 =3D> ChangeLog.03=20
    ChangeLog.2004 	 =3D> ChangeLog.04=20
    ChangeLog.2005 	 =3D> ChangeLog.05=20
    erc-complete.el 	 =3D> erc-hecomplete.el=20
    erc-autojoin.el 	 =3D> erc-join.el=20
    erc-nets.el 	 =3D> erc-networks.el=20
    erc-nickserv.el 	 =3D> erc-services.el=20

If there are any objections, let me know in a couple of days.

I'm going to make a 5.1.1 bugfix release today.  It will not have
these changes, since I'll wait for consensus.
