Someone brought to my attention the fact that the latest ERC from CVS head doesn't encode kanji characters properly. I overhauled the way that ERC handles encoding so that `encode-coding-string' is no longer called, since this seems to be the only way to get around the problem. I've tested the changes by transmitting messages between an instance of ERC and Gaim, and the encoding seems to work properly.
