[Erc-help] Debian package for ERC 5.0.2 prepared

I've prepared a Debian package for ERC 5.0.2.  It may be found at
http://www.mwolson.org/debian/.  For now, I've signed it as a
Non-maintainer upload.  I'm willing to prepare Debian packages for
every release we make.

I had to do a slight hack in debian/install because of a quirk in the
Debian Emacs installation process, but it seems to work properly.
Details may be found in the ChangeLog.
