[Erc-help] Patch for non-ASCII support

Does anyone mind if I install this patch to CVS Head sometime this
weekend?  It's the latest version from "It's me FKtPp ;)".  I'm not
extremely familiar with ERC code internals, so I thought I'd ask
first.
