Yep, that's how it should be: Any patch over 10 lines requires papers.

Just to avoid any illusions, though, we're still not perfect, and I
haven't updated my data in quite some time.  I add new authors to the
list, but don't always follow up, until we're getting closer to a new
release or other significant things happen on #emacs...  :)
