[Erc-help] erc-fill bugfix regarding timestamps

Hi there!

I already added a note about a bug regarding timestamps to the
EmacsWiki. When timestamps are on the left, filling produced too long
lines.

I tried to correct erc-fill-variable and erc-fill-static. While doing
this I created a few helper functions. I deleted erc-count-lines which
was only used in erc-fill-static and has become superfluous.
