[Erc-help] ERC cleanup

I think I will cleanup ERC such that loading a module will not change
the current state of the file.  That probably means that each module
will get a tiny minor mode which you will need to enable.  On the
other hand, we can put ###autoload cookies in the module sources, and
if we really feel like it, we can produce an erc-load.el file, which
contains the necessary autloads.

What do you think?
Can I go ahead?
