#5 Support configurable precision of security quotations

Hi. I've added support so that the user can change the number of decimal places of securities quotations, on a per-security basis. The default is the locale fracDigits setting, as in previous behaviour. With this patch, all quotations will be displayed with the configured number of decimal places for the security to which the quotation applies. Total values remain with the locale setting.

The only issue I can think of is the question of what to do about rounding when determining the total value. However, since the number of shares owned can have many decimals places, I figure that isn't an issue for this patch.
