Run speeds seem to be wrong, or used wrong on NPCs.
Specifically, you cast a snare on a MOB, and you can
see their speeds change in #npcstats... but their
movement speed does not change noticeably.
Original post about this bug (by sotonin):
I tested it on emu snaring some mobs, running around
seeing how much space i had between me etc. Then i
logged onlive EQ and it was WAY WAY WAY different.
mobs practically halt to a crawl with the exact same lvl
1 snare i used on emu. It's a major difference. but they
arent any slower without snare on live. so changing
overall mob speed on emu wont do a thing. It's got to be
a bug in how much the spell is actually subtracting on
emu.
