I am in a similar situation; we have adopted epydoc at our company [1]
and have been modifying the code to be able to deal with latex math
expressions. It seems that epydoc is the best tool around for doing
what it does (docstring extraction for api docs), and lots of people use
it (eg. the twisted folk).

Yes, you bring up some good points. We are also prepared to work on
epydoc and contribute patches.
