#86 Generation of chm files

I would like to suggest additionally the generation of CHM (Windows compiled help files).

I know an author which has the full .chm generation already implemented - but for a other project - and I asked him if he is willing to sponsor the Python source to epydoc.

What would be needed is to give the chm-generator the necessary data (TOC, index, HTML content) - thats all.

I would LOVE to have .chm files from epydoc. And I bet many others would like to have this feature too...
