#367 option to not include build time

Please add an option to epydoc allowing build times to be excluded, allowing for reproducible builds.

The attached patch adds such an option, named --no-include-buid-time.

I have applied a similar patch to the Debian package, in version 3.0.1+dfsg-6. In my patch, I tweaked the help output slightly and also added information in the manpage. The final version of the Debian patch is attached for reference.
