I just noticed this problem in com.tucows.oxrs.epp0705.rtk.RTKBase
The problem is that the "hour" portion of the UTC_FMT object is
public static final DateFormat UTC_FMT = new SimpleDateFormat("yyyy-MM-dd'T'hh:mm:ss.S'Z'");
The problem is "hh" expects "12" hour clocks. For hours in 0-23 range,
this should be "HH". So I think the correct format should be:
This is broken in both epp-rtk-java v 0.7.2 and in current CVS.
This (incorrect) date format also appears in the other epp version

Here is an example of the problem with the date format is if you use
RTKBase.UTC_FMT to parse this date:
What you get back is the date "Tue Jul 22 00:05:38 CDT 2003" (just by
printing the date object out) which is obviously wrong.
