The UTC Date format in RTKBase is incorrect.

Line 89 reads
public static final DateFormat UTC_FMT = new
SimpleDateFormat("yyyy-MM-dd'T'hh:mm:ss.0'Z'")

when it should read

public static final DateFormat UTC_FMT = new
SimpleDateFormat("yyyy-MM-dd'T'hh:mm:ss.S'Z'")

    it looks like this has already been fixed in CVS and the
    release 0.5.0 at SF has it as well. Maybe the initial
    release direct from GNR didn't include the code. Which CVS
    revision of RTKBase.java are you using?
