    1. recommend and provide files for "standard" controlled
    vocabularies?

    2. identify/evaluate widely used thesauri for object description

    3. identify/evaluate widely used thesauri for decoration

    The real hierarchy of discussion is:

    * in-file vocabularies (tagged in tei:encodingDesc/classDecl/taxonomy)
    * in-project TEI controlled vocabularies (whether taxonomies, personographies, gazetteers)
    * in project uri-addressable database vocabularies
    * external/standard-body-controlled, uri/url-addressable vocabularies
