#177 Add recommendations for recording condition of text to Guidelines

Per https://lists.psu.edu/cgi-bin/wa?A2=TEI-L;43b59203.2512&S= and December and January discussion on the Markup list, the Guidelines should recommend best practices for recording the condition of text separately from the support in the teiHeader.
