@ellimylonas and @sdigiulio to revise the Guidelines page on Quotes and quotation marks.

Notes from May 2023 guidelines sprint:

not actually marks, should just be called “tagging quotation” or similar. Maybe give examples when it could be useful to use <quote>; will also want to distinguish between <q> and <quote> and think indicate which each is used for (<q> indicating something to be said, etc., like in a novel/epic/what have you when someone is transitioning in terms of speech) <said>, <soCalled> etc. EMy and SJD to draft page; then as @thomaskollatz and @gabrielbodard to send examples.
