#96 tomcat configuration problems on stoa dev server

attempts to implement a cocoon-pipeline redirect from a
directory level URL to a specific file are failing
because of settings in tomcat and possibly apache. An
initial attempt to fix this problem caused complete
failure of the guidelines and so we rolled back the
tomcat/conf/server.xml file. We have not checked to see
if this configuration arrangement is also a probllem on
the publicly facing www.stoa.org.

We no longer use Cocoon to deliver the guidelines. (Or examples, webapp, etc.)
