#31 hi tag with rend=ligature is not supported!

Right now, probably all we can do is a span=ligature,
maybe with some kind of highlighting in the css. There
are unicode characters for the start and end of a
ligature ( http://www.unicode.org/charts/PDF/UFE20.pdf
) but they do not seem to be supported in very many
fonts. Note also the comments/observations that GB has
entered in ligature.xml
