#115 EpiDoc schema does not include <licence>

The TEI Guidelines provide for a <license> element within <availability> in the header, but this has not made its way into the latest version of the EpiDoc schema. Given the widespread use of open licenses in the EpiDoc universe, this seems a worthwhile addition.

    I don't see any directives in the epidoc ODD to suppress <licence>, so why don't we have it?

    My bad. This was in the latest schema (8.11), but the schema hadnt been copied to the /latest/ directory on Stoa. I've now fixed, and alerted the Markup list accordingly.
