#6 Array size in policy

It would be useful if the dictionary passed into the 'determinePolicy()' policy callback included the maximum array size of the PV.

Additionally, it might be useful to allow the policy to override this size with a smaller one. That is, to choose to subscribe to only the first 100 elements of a 1000 element waveform.
