#11 RTYP missing in policy for non .VAL

It seems that the 'RTYP' key is sometimes missing for the information passed to the policy callback. In this case the PV being archived was the .INDX field of a subArray record.

I would guess that the appliance is attempting to read "pvname.INDX.RTYP". A better strategy would be to get DBR_CLASS_NAME which works for all fields, including non-VAL.
