#182 Introducer should persist

This would be a first baby step towards
object-persistence (as opposed to the current
identity-persistence). To checkpoint an Introducer is
really to checkpoint the persistent state of a vat's
comm system (vattp and captp), including the
*appropriate* parts of its SwissTable
http://www.erights.org/javadoc/net/captp/tables/SwissTable.html
. The appropriate parts should include those object
made sturdy by "sturdyRef(obj)", but not those made
sturdy by "sturdyRef incarnate(obj)" or "sturdyRef
reincarnate(obj)", since the latter are to be revived
(if at all) by identity persistence.

In the new TimeMachine system, the Introducer is
considered a parimeter, so references to it persist
perfectly well, which is the right answer. This bug
