#4 OOM advanced routing

Add the ability for a single OOM to handle events for
multiple OAM's. First have all the OAM's be for the
same system so that you don't have to deal with the
identity issues of handling events for different endpoint
systems. The OOM should be able to have a
configuration that could route different events to different
OAM's for the same system. This would allow some
scaling of the OAM's and only let EnyWare have to have
1 OOM for the OAM's instead of the current 1 to 1
relationship.
