#2 Notification Event

Add a NotificationEvent to the EnyWare API that
Feedback could use. This would allow IAM's and other
enablers to send information that could be viewed in
feedback but are not directly tied to the processing of
an event. As an example, IAM's currently have no way
of notifying anything to feedback.

Maybe give the event a defineable set of states, so that
you could effectively categorize them and look for
certain categories of events in the Feedback console.

A new page in the Feedback Console would need to be
added to hold the information.
