At firsttime installation the blocktitles of standard blocks (mainmenu,
who's online, language, etc.) are stored in the database in that language,
which are selected on 1st page of installation.
If the administrator wants to offer more then his selected language, he has
to copy the blocks into new language.
For example:
selected language: german
All blocks, adminPanel and Admin message is in german (for all languages)

are changing to another language? Maybe this will get an overkill in
blocklist and most people wouldn't use it and would be to confused in the
blocklist.
