#17 Make EnvMan portable

In v1.2.2 and v1.3, I've noticed that the program stores some stuff in C:\Documents and Settings\alectrus\Local Settings\Application Data\Anastasia_Corporation\EnvMan.exe_Url_cftbbzmxkpycekxxcgu32syufmhfghdt\1.2.2.0\

It would be very handy if this app were "portable", i.e. stored all of its settings in its own folder. This way I could put it on a USB stick and bring it everywhere.

* Create Settings files for Portable EnvMan app. Use system flag for settings type.
* Create Portable build configuration and add custom defined variable Portable.
* Modify automatic build and release scripts to include Release build and release binary package for Portable.
* Release EnvMan and EnvManPortable with the same version numbers.
