Any chance that the email.issues.php template could be
changed to include a html template?
This would allow for users who are sending information
to html capible email viewers a nice CS template to go
with it... basically making it look more professional.

This will be much easier once the notification stuff is ready. I know, I keep
saying that... anyway, we can add an "email_format" template to users' prefs,
and the email notifier can check that pref to decide which format to use.
