The first command only adds an entry to your ~/.cvspass file. It is not
supposed to do a whole lot. It is the checkout (co) command that does
the work (as you correctly noticed).

Subject: [e-users] E17 CVS
I got up enough courage to attempt to build E17.
I used the instructions at
cvs -d:pserver:anonymous@...:/cvsroot/enlightenment login
This asked for a password, I just hit enter, and then it kicked me out.
cvs -z3 -d:pserver:anonymous@...:/cvsroot/enlightenment co e17
this did a whole lot.
Did I get everything I need ever though the first cvs command didn't do anything?
