Having just read through https://sourceforge.net/p/enigmail/forum/support/thread/0041258a/ and having similar problems, I walked through some of the steps.
To recap:
No matter how long I wait for enigmail to create a keyset, it doesn't progress. It can be hours. No dice.
I've uninstalled Thunderbird and Enigmail, rebooted and re-installed and still no change.
The error message, like in that prior post I linked to above, gives me a few errors starting with XUL box related to AlertDig & Wizard skip intro as well as 2 uncaught exceptions and a val.identities is nul.
So, I've been unable to create a keyset. I'm wanting to create a passphrase because despite being the only user on the computer, I'd like to use encrypted email on a few devices.
I can give more info and appreciate any insights,

This looks suspicious. Could you please post these entries, together with a debug log? Instructions for how to create a debug log file can be found here: http://www.enigmail.net/index.php/en/faq-en?view=topic&id=15 (Section Debugging Log File).

gpg: failed to create temporary file '/home/bruno/.gnupg/.#lk0x000056555783e810.bruno-laptop.11257': Permission denied
You have to make sure that /home/bruno/.gnupg is writeable for yourself.
Unfortunately, GnuPG only prints this in human readable form, the error output available for Enigmail simply says "key generation failed - gpg-agent not available".

Please humor me, what's the most logical way to do that for my user? I've tried to modify the permissions as root through nemo, making my user reader-writer and owner for the folder, but that doesn't seem to be working.
Strangely, this is not a problem that I've had on my older laptop running the same version of mint. I was just able to make a key earlier today on that system.
I wonder why this installation of mint would not allow that when my older computer is fine with it.
