I am using Enigmail version 1.8.2 (20150416-1748) with Thunderbid 38.4 and GPG 2.0.28 from Gpg4Win 2.2.5, and am finding that when I try to send an email with PGP/MIME, it goes out unsigned and unencrypted. Changing to inline PGP results in the desired behaviour. I have not used Enigmail since the last Thunderbird update, so perhaps this has something to do with it.
I have tried reinstalling Enigmail, to no avail; might anyone perhaps have any other suggestions short of reinstalling Thunderbird?

You should check 2 things: is there an error message in the Thunderbird Error Console (menu Tools > Error Console) Is the mail really sent unencrypted, or does Thunderbird simply not display the status?

To add to that: There is no warning that it is sent unencrypted (which I get if sending to someone without a public key), and it doesn't ask for my smartcard PIN for the signature.

This may take a couple of days to test as my only mail account on this computer is via Exchange and I will need to get IMAP details from another timezone. However I've reinstalled Exquilla to no avail, and the error still occurs when I use Inline PGP, which does work.

You should check 2 things:

Yes, it's definitely sent unencrypted. Indeed there are a ton of errors, see attached.

The errors in the screenshot are irrelevant and occur quite frequently. Do you see other errors?
Is the "encrypt" icon enabled (yellow) at all?
No, just the ExQuilla one that you can see. I've attached another screenshot.
Can you try with Exquilla disabled?
