Keys are not created automatically?

I thought, Enigmail 2.0 with Thunderbird would automatically create the
public/private key pairs for the email addresses? Like, when Enigmail
dos not have a key pair for a Thunderbird E-Mail sender address, and
with that account a email is sent, I thought a key pair is created automatically in the background and
the public key is attached to the mail?

But it looks, like just nothing happens, there is no public key, and there is
    no Autocrpy header.

I thought the Autocrypt approach was, that the user should never need to
do something with keys? So I thought also key creation would be
    automatically?

    Best regards

No, Enigmail does not automatically create new keys. There is a Setup Wizard, available via menu Enigmail > Setup Wizard that can do that for you, but it doesn't happen automatically.

We're planning to implement this for one of the next releases.

It seems like this is implemented now. Is there a setting to turn it off?

This is "only" active in the "pEp Junior Mode". If you don't want pEp to create new keys automatically, you have to disable pEp. That's done via the Thunderbird Preferences > Privacy tab.
