My apologies. This has been resolved. There appears to be an issue with the auto-update for Thunderbird. I dove into some of the menus and found a restart Thunderbird to apply an update; soon thereafter, the Actions menu included permanently decrypt, create a decrypted copy, and encrypt to a key.
Now, I'll have to figure out if I can add more than one key, as failsafe, by placing a comma in between my key and the failsafe / alternative recipient key ...

I can't seem to find follow-up threads to https://sourceforge.net/p/enigmail/forum/feature_requests/thread/c66c6ded/#8ade. I have Enigmail 2.0.12 (20190707-1417) and I can't seem to find an option to perform encryption under Tools > Message Filters > New > ... > Perform these Actions.
Would someone be so kind as to walk me through or point me to an existing how-to?
