I just want to ask about frequency of reloading key cache in Enigmail. Is it reloaded only after start of client or more often? And is it possible to change the frequency of reloading keys in the configure file?

The key cache is not reloaded regularly in any way.
Enigmail does only reload the key cache automatically after certain specific key operation activities were triggered from within Enigmail, such as creating a new key or importing a key.
