I have returned to Enigmail with Kleopatra keys after a long absence. I have three email accounts used on four different Windows 10 machines. Initially I am successfully using signatures on one email account on one machine.
I want to use Enigmail with separate keys for each account but transparently duplicated on each of the machines with the ability to use end to end encryption on at least one account . How do I do this?

If one key would be sufficient, you'd add the 3 UIDs to one key and distribute that on the 4 machines. Since you want separate keys (and passphrases?), it's 3 key pairs, one for each UID.
I recommend to complete the setup one one machine ("master") so that it can sign/verify and en/decrypt for all 3 accounts with corresponding keys – including all Enigmail settings (mind there are expert settings you might want to explore). Only then start transferring keys and settings to the other machines.
The duplication process using Enigmail is the same in both cases (only one key with 3 UIDs or 3 keys with 1 UID each): Go to Enigmail-Settings (via the Toast menu), select the rightmost tab "Transfer settings" and choose "Export settings and keys" on the "master" machine and transfer the created file to the client machines. There, choose "Restore settings and keys".

I will be using one key, however I cannot find 'Enigmail-Settings' via a
'Toast' menu to transfer settings into a USB stick to load into my other
windows machines.
