Encrypt and Sign doesn't send encrypted or signed emails

Using Enigmail I can have both Encrypt and Sign buttons clicked using the PGP/SMIME, but the email is not sent encrypted. The only way I can send encrypted email is by using the 'Inline PGP' option. I may have missed something here but I have both my PGP and S/MIME certificates configured. I have gpg-agent running as well as checked that I have the public keys of the person I'm sending the encrypted message to. I've attached a couple of screen shots that show the buttons I'm talking about as well as my gpg-agent running.

Let me know if there's any other troubleshooting steps that I can take.

If you say the email is not sent encrypted using PGP/MIME, is the mail sent without encryption, or is the mail not sent at all?

The best approach would be that you repeat the failing sending of the message, and immediately thereafter create a debugging log file that you attach here.
