I am having the same issue as in this previous post. There, the issue was fixed by updating to Thunderbird 24; however, I am seeing the same behaviour in Thunderbird 60.6.1. Has there been a regression in the way thunderbird's line wrap function works? Is there a (new) way to stop this behaviour?

It's impossible to tell what precisely is wrong with the little information you gave. In general, line wrapping in Thunderbird 60 works differently than in Thunderbird 24 (and in my eyes, it did not get better). That's about what I can tell you.

What additional information would be useful? Really I just want enigmail to not take out the line breaks between lines that are "too short," just like in the other post.

You can try this by yourself: Copy your text into a message composition window and apply menu Edit > Rewrap. You'll obtain exactly the above. I definitely can't fix Thunderbird in this respect.
The only workaround you have is to switch to PGP/MIME: in PGP/MIME mode, there is no need to do any rewrapping by Enigmail.
