First, Is there some way to turn off HTML formatting and write in plain
text?
This is a Thunderbird setting, not an Enigmail setting. Enigmail has
nothing to say about whether you compose in HTML or plain text.
In the leftmost pane of your main window, where it lists your email
accounts, right-click on an account (not a folder, but the account
itself) and select Settings. Click on Composition & Addressing, and
then either check or un-check the "Compose messages in HTML format" as
you wish.
