as I'm using german version I hope I get the translation more or less right. When I open the Enigmail KeyManagement and I select upload public key for a mail adress nothing visible happens and the following error message is send to Thunderbird console .
"Overlay could not be loaded from chrome://global/content/dialogOverlay.xul" enigRetrieveProgress.xul
System:
Win 10 x64
Thunderbird 60.3.1 x86
Enigmail 2.0.8 (20180804-1515)
The problem is quite often that GnuPG cannot find the keyserver or the keyserver is unavailable. I'd recommend to first kill all dirmngr processes you find.
dirmngr is part of GnuPG that deals with up-/downloading keys. It sometimes fails in weird ways.

Would it be possible to add some user feedback for this case? The user just does not get any feedback if uploading succeeded or failed. The only way I figured out to see if my key was uploaded, was to have a look at the keyserver and search for it.

the behavior might have a connection to these old bugs I found. Not sure though.
