I have tried to import ECC keys from a file, but Enigmail does not recognize them. I am using the latest version of Enigmail 2.0.10 for Thunderbird 60.6.1 and GnuPG for Windows 2.2.15

Yes, that's known to be broken in Enigmail 2.0.x
